As mutual exchange with other countries increases within Niigata, the Niigata International Association aims to create a regional society in Niigata Prefecture that all residents can feel good about, and to strive towards forming relationships of mutual trust between Japanese citizens, foreign residents, and visitors from abroad.
- To strive towards promoting international awareness of the people of Niigata, and advance human exchange within various fields.
- To distribute and make available a wide range of information, so as to increase the number of foreign visitors and interest in Niigata Prefecture.
- To recognize different cultures and values and support the building of a multi-cultural society in which anybody can realize their position as part of the community through mutual respect.

- To understand the needs of the people of Niigata Prefecture, and propose ideas to government institutions in order to fully utilize their expertise and abilities to address those needs.

- To work towards developing local human resources for international exchange and international cooperation, including volunteers and staff of local NGOs and municipal international associations.
- To plan methods for gathering, providing, and dispersing large quantities of information in an efficient manner.
