As mutual exchange with other countries increases within Niigata, the Niigata International Association aims to create a regional society in Niigata Prefecture that all residents can feel good about, and to strive towards forming relationships of mutual trust between Japanese citizens, foreign residents, and visitors from abroad.

1. To strive towards promoting international awareness of the people of Niigata, and advance human exchange within various fields.
2. To distribute and make available a wide range of information, so as to increase the number of foreign visitors and interest in Niigata Prefecture.
3. To recognize different cultures and values and support the building of a multi-cultural society in which anybody can realize their position as part of the community through mutual respect.

5. To understand the needs of the people of Niigata Prefecture, and propose ideas to government institutions in order to fully utilize their expertise and abilities to address those needs.
6. To act as an intermediary for a network consisting of government, NGOs, and volunteers.
7. To work towards developing local human resources for international exchange and international cooperation, including volunteers and staff of local NGOs and municipal international associations.
8. To plan methods for gathering, providing, and dispersing large quantities of information in an efficient manner.
